§ Mr. Patrick JenkinThe proposal is that the final decision will rest with me. Effect on the National Health Service will not necessarily be the only criterion against which developments will be judged. The right hon. Gentleman must await the further details on criteria and procedures promised in the consultation letter issued by my hon. Friend the Minister for Health on 22 June.
