§ 31. Mr. Russell Johnstonasked the Secretary of State for Scotland if he will seek to remedy the injustice to ratepayers brought to his attention by the Convention of Scottish Local Authorities, whereby a ratepayer who has been paying excessive rates through an admitted error in the assessor's department cannot recover previous year' excessive payments.
