asked Her Majesty's Government:

Whether they are aware of the widespread damage to pedestrian pavements being caused by parking of heavy motor vehicles for the purpose of evading no-parking regulations, and when this cause of needless public expenditure will be stopped, or at least publicly discouraged.

Heavy commercial vehicles are already prohibited from parking on all footways. In addition, yellow line parking restrictions apply to full width of the highway, including the footway. These restrictions, and the separate offences of obstruction and dangerous parking, are enforced by the police as best they can within their resources.
