asked the Secretary of State for Energy since many homes in villages around Rugby are dependent on oil for heating, and since oil is becoming increasingly scarce, if he will, in the interest of oil conservation, give a general direction to the British Gas Corporation to re-examine its criteria for introducing gas supplies in country areas.

No. The British Gas Corporation goes beyond its statutory obligation to give a gas supply to premises within 25 yards of a gas main in cases where this is consistent with its general duty to satisfy, so far as it is economical to do so, all reasonable demands for gas in Great Britain.
