§ Mr. ShoreI have received representations from the local authority associations, from groups of local authorities and from many individual councils. As I stated in reply to a question by my hon. Friend the Member for Luton, East (Mr. Clemitson) on 25 January—[Vol. 961, c.231–3]—the Government have now set out their proposals for organic change in local government in a White Paper.
