§ Mr. FreesonThe proportions of housing revenue account costs of local authorities covered by rebated and unrebated rents cannot be predicted accurately for future years since they are governed by the interaction of a number of variable economic factors, as well as by decisions on policy by central Government and local authorities. On the latest available information relating to the current year 1978–79, the proportions for local authorities in England are estimated to be of the order of 43 per cent.

There is some overlap of the items. Many of the regulations and general directions were given in circulars. Guidance notes are usually embodied in a circular at a later stage. Aggregates for Great Britain are not appropriate: many of the items dealt with the same subject in each country.
