§ Mr. Mikardoasked the Secretary of State for Education and Science whether the proposed new grant to local authorities for ethnic minority needs will be regarded as a substitute for the provision now being made for ethnic minorities under the urban and inner cities programmes, or additional to it; and whether she will arrange for guidance to be sent to local authorities to the latter effect.
§ Mr. JohnI have been asked to reply. Expenditure on grants to local authorities under the new legislation would be additional to any expenditure incurred under the urban programme in respect of ethnic minority needs. Appropriate guidance will be issued in due course.
