§ Mr. Richard Wainwrightasked the Secretary of State for the Environment why, since 1977–78 levels, the metropolitan borough of Kirklees has suffered a reduction in its share of the national total of the needs element of the rate support grant of some 0.074 per cent., a rate equivalent of over 8.5p in the pound; and if he will make a statement.
§ Mr. Guy Barnett:Kirklees' share of the needs element has fallen since 1977–78 because its assessed expenditure needs have not kept pace with those of other authorities. The detailed analysis which I promised the recent Kirklees deputation is in hand, and I will write to the hon. Member when the results are available.
