asked the Secretary of State for the Environment (1) what estimate he has made of the annual cost to housing authorities of the rights in respect of tenancy agreements proposed in his consultation paper;

(2) what estimate he has made of the annual cost to housing authorities of introducing the proposals on tenants' rights proposed in the Department's consultation paper.

The tenants' rights proposals, including rights in respect of tenancy agreements, have been formulated so as to make the minimum financial impact on housing authorities; the provisional estimate is that the total cost will amount to not more than £0.75 million annually.
