asked the Secretary of State for Transport how many county councils have implemented, or have announced their intention to implement, the powers to control privately operated public car parks contained in the Transport Act 1978.

I am not aware that any have done so. County councils are not required to inform my right hon. Friend of their intention to implement a licensing scheme until they publish draft regulations. There has hardly been time since 1 December, when the powers became available to counties, for them to complete

The appropriate factors for moving from one survey price base to the next were applied to each of the years shown in the related public expenditure White Paper but the method of application to the construction programmes is complicated. The mix of expenditure between land, work in progress and new works, to which the different factors relate, varies in each year so that the overall effect of revaluation can be different for each year, even though the same base factors have been used. The Scots and Welsh programmes are revalued by the responsible Departments using broadly similar factors.
