There has hardly been time since 1 December, when the powers became available to counties, for them to complete

The mix of expenditure between land, work in progress and new works, to which the different factors relate, varies in each year so that the overall effect of revaluation can be different for each year, even though the same base factors have been used. The Scots and Welsh programmes are revalued by the responsible Departments using broadly similar factors.
