§ Mr. RowlandsThe Government have made clear their deep concern at the scale and nature of Soviet and Cuban military involvement in Ethiopia. We favour a peaceful negotiated settlement in Eritrea taking account of previous United Nations resolutions. At present there is insufficient international backing to make an approach to the United Nations effective.
