Mr. Hooson

asked the Secretary of State for Foreign and Commonwealth Affairs whether, in the light of United Nations Resolution 3903, he will raise the issue of Soviet intervention in Ethiopia, and particularly in Eritrea, at the United Nations.

Mr. Rowlands

The Government have made clear their deep concern at the scale and nature of Soviet and Cuban military involvement in Ethiopia. We favour a peaceful negotiated settlement in Eritrea taking account of previous United Nations resolutions. At present there is insufficient international backing to make an approach to the United Nations effective.
