§ Mr. ArmstrongApplications are received from local authorities from time to time for consent to offer discounts of 30 per cent. on sales of council houses. It is not our policy to grant such consents, but one was given in exceptional circumstances to Gloucester city council in April 1977 in respect of 69 dwellings.
