§ Mr. HoramThe law already requires lorries to be fitted with wings or other devices to catch, so far as practicable mud or water thrown up by the wheels. However, our researches have not so far established effective means for containing the spray thrown up by fast-moving heavy vehicles. A recent project sponsored by the Department suggests that neither mud-flaps nor improved mud-guarding are the answer. A report of the project will be published shortly and I will send the hon. Member a copy.
