§ Mr. Heddleasked the Chancellor of the Exchequer whether, in view of his answer to the question tabled by the hon. Member for Lichfield and Tamworth on Friday 13 July last, he is yet in a position to issue a consultative document on his review of 714 certificates with a view to legislating for possible changes in 1980's Finance Bill.
