asked the Prime Minister which of her Ministers are accountable to Parliament for the secret services.

Ministerial responsibility for the security service is as described in my speech in the House on 21 November 1979.

asked the Prime Minister under which programme in the White Paper "The Government's Expenditure Plans 1980–81", Cmnd. 7746, the allocations for the internal and external secret services are to be found.

Public expenditure provision for the Secret Vote is made under programme 2: "Overseas Aid and Other Overseas Services."

Miss Richardson

asked the Prime Minister if the administrative rule that Ministers are not allowed to see the papers of their predecessors who were members of a different Administration, applies to matters concerning the security services.

The rule applies in respect of all matters, except where the national interest, for example continuity of foreign policy, requires otherwise.
