The arrangements referred to were set up in 1977 by the Manpower Services Commission and the Department of the Environment with the object of encouraging local authorites to find accommodation for essential skilled workers in particular cases of difficulty. They are still available in such circumstances but statistics of persons securing accommodation by this means have not been kept.
