§ Lord GORONWY-ROBERTSEuropean Council procedures are currently being examined by the Three Wise Men appointed in December 1978. The Government will decide whether improvements are necessary after consideration of their report. The Government make available for scrutiny documents which are published for submission to the European Council. In other cases they provide Parliament with the fullest possible information.
