asked the Secretary of State for Northern Ireland, in the light of the requirement of the South-Eastern education and library board for an additional £3,000,000, what steps he proposes to take to ensure that the subsequent scrutiny of the board's audited accounts will not reveal an exceeding in some sections of its schemes.

The net recurrent payments of the south-eastern education and library board in 1977–78 were £18,944,798 and I assume the hon. Member is referring to the increase of £2,950,012 in that year in comparison with 1976–77. The increase was a result of planned developments and the effects of inflation in the period. Although an exceeding of £72,221 on the approved financial scheme limit for one section has been identified, the audited accounts for 1977–78 indicate no overall exceeding of the board's approved financial scheme for recurrent payments.
