Mr. Mudd

asked the Secretary of State for Social Services by how much in (a) capital and (b) revenue, his Department's expenditure per capita in the Cornwall and Isles of Scilly area health authority currently exceeds, or is less than, that of the national average per capita in respect of his Department.

Resource allocation to the Cornwall and Isles of Scilly area health authority is the responsibility of the South-Western regional health authority. The information requested for the year 1978–79, the latest year for which figures are available, is as follows:

Notes on calculation

1. The figures given are based on the cash limit and for the Cornwall and Isles of Scilly area health authority include the cost of service medical staff—revenue—and major capital works which are part of the South-Western regional health authority's budget.

2. The figures have been related to the 1976 mid-year estimate of population nationally. In calculating the figures for the Cornwall and Isles of Scilly area health authority, account has not been taken of the cost of, nor the population served by the hospital service in East Cornwall which is managed by the Devon area health authority.

3. No account has been taken of expenditure on the family practitioner services.

4. All the revenue figures are influenced by the payment of London weighting allowance to staff and by the incidence of additional expenditure in the provision of facilities for the clinical teaching of medical and dental students.

5. The population figures used take no account of provision of treatment for patients outside their area of residence—e.g. at Plymoutzh—nor are they adjusted for differences in the morbidity and age/sex structure of the relative populations.
