§ Mr. Percivalasked the Secretary of State for the Environment how many officials in his Department are authorised to decide appeals against planning decisions without reference to him or one of his junior Ministers (a) in accordance with the recommendations of the inspector who has reported upon it, and (b) at variance with those recommendations.
