asked the Secretary of State for Social Services whether he will take steps to enable people who cannot travel on public transport because they are sufferers from agoraphobia to obtain a mobility or other allowance towards the cost of operating a vehicle.

The mobility allowance scheme is intended to assist the mobility of disabled people who cannot walk or who are virtually unable to do so. The cost of extending the scheme to help people who can walk but who have other mobility problems is greater than the Government can contemplate at present. While I am mindful of the many claims for us to do more to improve mobility help, our first priority has to be to get the existing scheme into full operation as quickly as possible.
