§ Mr. Harry Ewing:The provisional rate of infant mortality in Scotland for 1977 was 16.1 per 1,000 live births. No rate for 1978 is available yet. There is no generally accepted definition of what constitutes handicap at birth and hence no comprehensive statistics are available.
