asked the Secretary of State for Transport when he expects work to commence on the link road joining the A45 at Bury St. Edmunds to the A143.

Mr. Horam:

As stated in the answer to the hon. Member's Question of 13th July last, Suffolk county council is the highway authority for principal road A143 and is therefore responsible for the scheme to link it to the A45 Bury St. Edmunds bypass.—[Vol. 953, c. 738.] The county council's transport policies and programme submission for 1979–80 shows that it plans to start the work in the financial year 1980–81.
