§ Mr. Denis HowellThey are not listed for exemption from controls. There may be special difficulties in identifying bleached and dyed lizard and snake skins for countries lacking specialist laboratory and technical support for their enforcement agencies so these skins are shown in the draft list as needing discussion at length by the parties to the convention. The United Kingdom already controls all reptile skins.
