§ Mr. MoyleAs the primary purpose of the hostel is, through relationships with adults, to help these severely disturbed girls with their problems at a crucial stage of their development, my Department's social work service advised the social services department of Suffolk County200W Council, which provides the hostel, to employ a sufficiently high ratio of staff to girls to enable this to be done.
