§ 28. Mr. Dodsworthasked the Secretary of State for the Home Department whether he is satisfied with the powers of the Commission for Racial Equality in the light of the Circular No. 1/78 issued by the National Union of Journalists and the National Graphical Association to their members in January 1978.
