I refer the hon. Member to the answer that I gave to my hon. Friend the Member for Brent, South (Mr. Pavitt) on 20th April—[Vol. 948, c. 333–4.] It is not possible on the available evidence to say to what extent the figures for 1977 were influenced by the voluntary agreement negotiated in February 1977; in any case, some of the relevant measures in that agreement have not yet come into effect.
