asked the Secretary of State for the Environment if he will introduce legislation to seek to amend Section 4 of the Housing Act 1957 which would lay down acceptable standards of housing unfitness, linked with a national campaign to remove housing deficiencies, and, in particular, the lack of bathrooms, hot water and inside lavatories.

My right hon. Friend has no immediate plans for the introduction of legislation of this kind. The Green Paper "Housing Policy—A Consultative Document", Cmnd. 6851, proposed a new emphasis in improvement policy to rescue as many as possible of these substandard houses. The same houses were the main target of the Department's recent national publicity campaign to promote house renovation grants.
