§ Mr. Merlyn ReesOffenders to be given community service orders need to be carefully selected and there may be problems in applying to fined defaulters the existing arrangements for selection. Practical problems also arise over the ability of fine defaulters at any time to end their orders by paying off their outstanding fine or to reduce the hours for which they are required to work by paying off part of the sum due. In the first place I am consulting the probation service representative bodies; when I have their comments I shall consult those concerned with sentencing.
