§ Miss Margaret JacksonNeither my Department nor the Welsh Office collects statistics of children who have reading difficulties of various kinds. The discovery, diagnosis and assessment of children's special educational needs are matters for individual local authorities in consultation with the parents. I am sending the hon. Member a copy of DES circular 2/75 which deals with the matter in more detail.
