asked the Secretary of State for the Home Department what obstacles still impede his approval of the request by the West Mercia Police Authority for an increase in establishment.

My right hon. Friend is not prepared to approve any increase in the authorised establishment of the West Mercia force except as part of the arrangements for implementing in an acceptable form the results of a review of the organisation and establishment. Work is now nearly completed and we hope that our officials, with Her Majesty's Inspector, can meet the police authority for further discussions very shortly.
