§ Mr. JuddAs my hon. Friend the Minister of State, Department of Education and Science and my hon. Friend made clear during the debate in the House on 23rd June, discussions are continuing on the precise nature of the agreement to be used to establish the European Foundation and no decision has yet been reached. But in the discussions in Brussels we have consistently maintained that the Foundation should be modest in size and that any contribution from the Community Budget should be obligatory, thus ensuring maximum control of these finances by member States.
