Mr. Tebbit

asked the Prime Minister, pursuant to his message of formal greetings from Her Majesty's Government to a foreign national imprisoned in his own country, if he will list the persons to whom such greetings have previously been extended and state the criteria he uses in deciding to send such greetings; and if he will undertake to send similar greetings to persons imprisoned in breach of the Helsinki treaty on their birthdays.

I refer the hon. Member to the reply which I gave to the hon. Member for Plymouth, Sutton (Mr. Clark), on 24th July. The answer to the second part of the hon. Member's Question is no; I have already expressed in this House the Government's concern and sympathy for those who have been punished for monitoring their Government's compliance with the Helsinki Final Act.
