asked the Lord President of the Council why, in the light of the Government's decision to implement the Boyle committee report on top salaries and the Lord Edmund-Davies report in two stages, he will not similarly implement the Boyle committee report on hon. Members' salaries.

The last report from the Review Body on Top Salaries on Members' pay—Report No. 7, Cmnd. 6136—was implemented in part in 1975, and increases in accordance with the pay policy guidelines have been made since. However, I appreciate the unsatisfactory nature of the present situation, and intend that we should discuss future prospects in the debate later in the week.
