Mr. Michael Latham

asked the Secretary of State for the Environment whether he will make a statement on developments since the publication of the second report of the Construction Industry Manpower Board on 24th January; and what stage his consultations have reached.

Mr. Freeson

I have established that there is general support in the construction industry for the voluntary scheme recommended by the board. On 24th July I am meeting representatives of the main employers' organisations to discuss how best to implement the scheme, and will be meeting the TUC on a later date to be fixed.

asked the Secretary of State for the Environment whether he will make a statement on the progress of the Construction Industry Manpower Board since January in assessing the effect of the 714 certificate scheme.

The board is to consider this matter at its meeting today, and its views should be known shortly.
