§ Mr. Ashleyasked the Secretary of State for Employment what legislative proposals he has for increasing the fines on employers who refuse to make complete returns to local authorities about the number of workers they employ.
§ Mr. John Grant,pursuant to his reply [Official Report, 27th June 1978; Vol. 952, c. 518], gave the following information:
I am informed by the Chairman of the Health and Safety Commission that the Commission is currently preparing new legislative proposals to replace Section 133 of the Factories Act 1961. It is usual for the enforcement provisions, including fines, of subordinate health and safety legislation to follow those in the Health and Safety at Work, etc. Act 1974, some of which have recently been increased by the Criminal Law Act 1977.
