§ Mr. Hugh D. BrownIn Scotland the programme is intended to bring some 40,000 public sector dwellings a year up to a basic minimum standard of thermal insulation at an estimated annual cost of £4 million. Local authorities and other interested bodies will be consulted on the arrangements for advising and monitoring the programme.
