The Government's expenditure plans provide for a ratio of pupils to teachers of 19.4: 1 in England and Wales in January 1978, and 18.9: 1 in 1979. These ratios are derived arithmetically from the forecast school population and teacher force, and are not a measure of effective staffing standards within schools. I cannot forecast the ratio for any particular local education authority.
