§ Mr. MaclennanIn the four months between July 1977, when the White Paper outlining the present pay guidelines was published, and November 1977, the retail prices of goods and services normally purchased by households increased on average by 2.0 per cent. Average increases over the same period for each of the main groups comprising the overall index are as follows:
