§ Mr. ArmstrongThe report to which my hon. Friend refers is the product of a working group of the Advisory Council, and has been published as a discussion document. It does not necessarily reflect the views of the Advisory Council itself. We are studying the report with interest, but it would be inappropriate for us to comment before the Advisory Council makes its formal recommendations to my right hon. Friend the Secretary of State for Energy.
