Mr. John Garrett

asked the Secretary of State for the Environment if he will make a statement on the composition of the Mortgage Review Board to be set up by the Building Societies Association in connection with the support lending scheme for local authority nominees for mortgages.

The Chairman of the Building Societies Association has informed me that Mr. Sam Musson, a former Chief Registrar of Friendly Societies, has agreed to be Chairman. Other members will include my hon. Friend the Member for South Shields (Mr. Blenkinsop), the hon. Member for Southend, West (Mr. Channon), the hon. Member for Croydon, South (Mr. Clark), my right hon. Friend the Member for Bermondsey (Mr. Mellish) and the Baroness Sharp. Further members may be added later.

As I have previously announced, this Board will be the second stage of a procedure for appeals against a refusal by a building society to grant an application for a mortgage under the support scheme. The first stage will be an appeal to a higher level within the society to which the application was first made.
