§ Mr. Merlyn ReesCorrespondence between a solicitor and a prisoner in connection with a petition by the prisoner to the European Commission of Human Rights is governed by Prison Rule 33(3). Guidance to that effect has been given to prison governors from time to time, but it has not so far been found necessary to embody it in a circular instruction.
