Mr. Park

asked the Secretary of State for Social Services how many registered unemployed in Great Britain were receiving neither unemployment benefit or supplementary allowance, to the nearest convenient date.

Mr. Orme:

A 100 per cent. count by the Department of Employment showed that at 10th August 1978, 324,000 registered unemployed people in Great Britain were receiving neither unemployment benefit nor supplementary benefit. This figure included 118,000 cases in which entitlement to unemployment benefit had not been determined at the date of the count.

Mr. Ralph Howell

asked the Secretary of State for Social Services if he will publish a table for each year since 1948, showing unemployment by entitlement to benefit, and including numbers in receipt of earnings related supplement.

Column (1): Taken from 100 per cent. count on a day in November each year except 1976; no count made in November 1976 due to industrial action, figures for May of that year given.
Column (2): Prior to 1959 the unemployment benefit 100 per cent. count did not distinguish between persons receiving unemployment benefit with and without national assistance. The estimates in this column were derived by deducting the numbers in column (5) for these years.
Columns (3) and (4): Estimates were derived from a 5 per cent. sample.
Columns (5) and (6): From 1948 to 1958 taken from the 100 per cent. count of persons receiving national assistance and include a number not required to register as unemployed. From 1959 onwards taken from the 100 per cent. count of registered unemployed persons.
Columns (6) and (7): From 1959 onwards both columns include a number of persons whose entitlement to unemployment benefit had not been determined at the date of the count.
