§ Mr. Douglas-Mannasked the Secretary of State for the Environment (1) to what extent his Department seeks to influence decisions of rent officers and rent assessment committees through "Notes to Rent Officers" ; and whether it is the policy of his Department to encourage the use of capital values in fixing rents ;
(2) what is the status of the "Notes to Rent Officers" issued by his Department ; and whether it is the policy of his Department to encourage increases in excess of increases in the retail price index over the relevant period.
