asked the Secretary of State for Social Services what level of unemployment is being assumed in 1979–80 for national insurance purposes.

Mr. Orme:

The average level of unemployment, excluding school leavers. assumed for 1979–80 is 1,350,000.

This was the figure which the Government Actuary was instructed by the Government to assume, for illustrative purposes, in his recent report on the draft of the Social Security (Contributions, Re-Rating) Order 1978 (Cmnd. 7403).
