§ Mr. ShoreI have had discussions with the Docklands Partnership and we will continue to study the economic and social consequences for the dockland boroughs of the developing situation in the upper docks. The Government now propose to apply to a wider area of the five dockland boroughs the present preference for IDC purposes, and the full powers of the Inner Urban Areas Act.
