Mr. Rossi

asked the Secretary of State for the Environment how many official directions, circulars, letters, orders and guidance notes have been issued in connection with the administration of the community land scheme since the Community Land Act came into force.

Mr. Freeson

Two general directions, four circulars, three statutory instruments and 16 notes. Twenty-two directions stave also been issued to particular authorities to allow them to vary the normal accounting arrangements.

asked the Secretary of State for the Environment if he will give the main reasons why there was a substantial shortfall from the planned expenditure on the community land scheme in 1977–78, as revealed in Cmnd. 7295, which shows that the cash limit for that year for the scheme was £35.9 million and the provisional out-turn was £16.8 million.

The low level of demand for development land, and the tough financial criteria for land acquisitions we had to impose in December 1976.

asked the Secretary of State for the Environment how much of the £16.8 million spent on the community land scheme in 1977–78, as revealed in "Cash Limits 1977–78 Provisional Out-turn" (Cmnd. 7295) was spent on schemes in Norfolk.
