§ Mr. Patrick Jenkinasked the Secretary of State for Social Services if he will list the recommendations in Social Assistance where legislation would be required to implement them, distinguishing between those requiring an Act of Parliament and those requiring subordinate legislation for which the necessary enabling powers already exist.
§ Mr. OrmeThe report "Social Assistance: a review of the supplementary benefits scheme in Great Britain" puts forward options for public discussion, including the possibility of comprehensive changes in the legal structure of the scheme. The legislative implications of individual possibilities for change are not readily available and I will therefore write to the right hon. Gentleman as soon as possible.
