Mr. Hugh Jenkins

asked the Secretary of State for the Environment what arrangements he proposes to put in hand to finance grants by local authorities under the Homes Insulation Act 1978.

In the debate on the Homes Insulation Bill on 19th May, my right hon. Friend the Minister for Housing and Construction told the House that £15 million would be made available in 1978–79 to finance the cost of insulation grants within the United Kingdom. Parliamentary approval for this new service will be sought in supplementary estimates for the Housing, England and Housing, Wales Votes. Pending that approval, any necessary expenditure will be met by repayable advances from the Contingencies Fund.
