Mr. Channon

asked the Secretary of State for the Environment what progress has been made with maintenance economy reviews in the Property Services Agency since 1974; if he will give details of the number of surveys now going on in each region respectively; and how many people are engaged in each review.

Mr. Marks

Since 1974 over 100 surveys have been completed by 6 PSA regional maintenance economy review teams and by area management staff. The outstanding surveys—five in London and four in the Southern Region—should all be carried out by April 1979. A survey team in each of these regions comprises three officers.

As regional teams complete their surveys, responsibility for maintenance economy is accepted as a continuing part of the normal management function of area officers. Area staff were reorganised in 1973–74 to provide a management group to deal with these and allied management functions.

asked the Secretary of State for the Environment (1) if he will give details of the cost of maintenance provided by the Property Services Agency in each region of the county at the most recent convenient date, and how these figures compare with the figures in each of the past 10 years, respectively, both in money terms and in real terms;

(2) by how much in real terms the cost of maintenance provided by the Property Services Agency in each region of the county has increased or decreased since 1968; how many men are directly employed by his Department in such work, and how this figure compares with a similar date in each of the last 10 years, respectively.

Details of annual maintenance expenditure, in both cash terms and in real terms—1977–78 price levels—by the Property Services Agency in Scotland and Wales, and Home Regions, in respect of the Civil and Defence Estates from 1968–69, are given in the attached tables, Expenditure incurred on behalf of the United States forces, the Post Office and other repayment clients is not included.
